IT Software Conversion Project Manager:
Led migration of mortgage application process from disparate systems to an integrated solution. The software conversion effort required a business software selection criterion as well as conversion management. Managed a conversion team including members from each business unit and was the primary contact with the IT personnel. Focused on capturing loan data from application through closing, supporting regulatory requirements, and interfacing with Bisys Banking Solutions. Responsibilities included: Defining Evaluation Criteria; Assisting the client with Vendor Selection Process; Scoping of Conversion and Creating Conversion Project Plan; Structuring Conversion Team Workflows
Enterprise-wide Compliance Program Development:
Retained by a federally regulated financial institution to analyze and review enterprise-wide compliance program in preparation for Federal audit. Included developing a compliance strategic plan; program evaluation; risk assessment; enterprise policies and procedures review and development; employee and board compliance training. Regulator attributed these efforts as sufficient to avoid sanctions.
Basel III Impact on MSR’s:
Advised large Mortgage Division of small financial institution on the impact of Basel III on Capital Requirements, and developed a Strategy to Actively Manage their Mortgage Servicing Rights; Create a Market Risk Framework that Would Facilitate Active Decisions on the Portfolio; and Determine Corporate Mandates as it Relates to Capital Allocations and Risk Limits Around the MSR Portfolio. Made recommendations to enhance the Compliance Plan and Corporate Policies to Incorporate Newly Defined Strategies or Activities and Reviewed and made recommendations that supported a Decision Tree Work-flow Based Upon Management Parameters
Fair Lending Review:
Part of outsourced team responsible for working with a large federally regulated financial institution under DOJ investigation and facing downgrade of its regulatory compliance risk-management rating. Performed audit of commercial and consumer products and implemented a compliance risk assessment utilizing proprietary software which identified disparate treatment. Regulators cited this risk assessment as reason the institution avoided the downgrade.
FDIC Failed Lending Institution Review:
Managed FDIC outsourced team tasked with review and audit of non-performing, high balance mortgage loans from failed institutions. Identified fraud schemes, culpability and recovery sources.
OTS Regulated Mid-Atlantic Regional Bank Restructure:
Retained by depository institution placed under a Supervisory Agreement. Assisted executive management administer the agreement and redirect real estate and consumer daily operations to comply with Federal regulations. Regulator cited these efforts as reason Supervisory Agreement lifted within one exam cycle.
FDIC Regulated Bank Acquisition:
During bank acquisition, compliance issues discovered: including HMDA, Compliance Manual, Repurchase Demands. Worked with management team in creating and executing plan.
USAID Project: Egyptian Mortgage Finance Industry Development:
Selected as part of team contracted through USAID between 2005 and 2008. Developed training programs for the Egyptian mortgage industry and created a core group of Egyptian industry leaders from both the government and private sectors.
HMDA Audit:
Retained by federally regulated financial institution to review and scrub HMDA data on 14,000 mortgage files. This included loan file analysis and source documentation preparation. As a result, the institution avoided regulatory findings.
Flood Certification Audit:
Team lead for an outsourced Flood policy audit directed by the OCC. On the directive of the examiner, performed file audit of institutions commercial and residential loan portfolio. The examiner cited these efforts as reason for minimizing sanctions.
